    "content": "The second thing that I wanted to raise is that I agree with the Motion in terms of the principle and the way we realise some of these issues as a country. There are challenges that we go through when dealing with issues to do with registration of births. I may also disagree with some things, which I want to convince the Mover to amend, that there is no need for the centres. We need to make this exercise much simpler. Coming up with centres brings in more bureaucracies for nothing. We have one law that deals with births and deaths. Do you know that it is so easy to register a death? It is done by assistant chiefs and chiefs. You are given your burial certificate and the next day you use it to get a death certificate, but it is so difficult to get a birth certificate.
