    "content": "This Motion should have emanated from a pastoralist. I come from Turkana County. I border many districts of our neighbouring country, Uganda. As a result of lack of this very important document, our people are prompted to register across the other side, especially our pastoralists who cross from Kenya to Uganda in districts such as Moroto. If our nation or country makes this an exercise that is very important for all Kenyans, it will be very prudent."
