"content": "The NEMIS compels every child to produce a birth certificate in order to register for Kenya Certificate of Primary Education (KCPE). Our pastoralists who walk for long distances to our headquarters or Lodwar, make long queues for the document. Children who get birth certificates sit for the exam before others get them. I feel that this is a very important Motion. As my colleague has just mentioned, it should be made into a Bill, so that something is entrenched in our laws that will make every Kenyan access this very important document."
