    "content": "Madam Temporary Deputy Speaker, my Ministry has developed a new approach of collaboration with councils to ensure that future joint development programmes of housing estates in urban areas do not encounter the same problems that we have had before. We are in the process of engaging the private sector to collaborate with the councils, the NHC and my Ministry in coming up with residential houses in all our urban areas, some of which will be sold and others leased out on rental basis."
