    "content": "Mr. Speaker, Sir, the county government must play its role in ensuring children’s rights are observed and that they access education. This is a constitutional right because when you look at Article 53 of the Constitution, the rights of children are indicated. When you talk of children, it is all the children regardless of whether they are street children. Children must be respected."
