    "content": "Secondly, I agree with Members who have said that we need a strengthened Senate that does oversight in reality because our job is oversight, legislation and representation. It would be very sad that when we release 35 per cent of the revenue of this country to the counties, oversight goes down. We must bring the county executive to account and ensure that when they are given that money, we see the impact on the ground. As Senators, we must think of how we can do a proper oversight. For that, I support that the Oversight Fund must feature in the Report that we are giving out. It must feature because we discovered that it has been difficult for eight years to get this funding coming forward."
