I rise to ask Question No.311/2020 directed to the Cabinet Secretary for Labour and Social Protection: (i) Could the Cabinet Secretary provide the criteria used in the identification and registration of elderly persons in Lamu West Constituency to benefit from the Older Persons Cash Transfer Fund Programme? (ii) Could the Cabinet Secretary explain why data for older persons registered under the Older Persons Cash Transfer Programme in Lamu West Constituency in 2017 is yet to be captured in the system and therefore these persons are unable to enroll and benefit from the Programme? (iii) What steps is the Ministry taking to ensure that all the elderly persons in Lamu West Constituency registered in 2017 are duly enrolled into the programme and paid accordingly including arrears accrued since 2017? (iv) What measures is the Ministry putting in place to ensure that the elderly persons receive their monthly stipends and any other services conveniently without undue delays? Thank you."
