    "content": "This Report recommends that there should be freedom of choice in terms of the mode of transport one wants to use to transport goods. At the same time, they are saying that we reduce the railway levy for railway transport to 1.5 and increase the same levy for those who use the road to 2.3 or 2.5. The question is: Are we being fair to market forces where demand and supply are at play? That is discrimination. It is not going to be fair if we start discriminating Kenyans. As we move to the future, it is important to ensure that market forces of demand and supply determine the price. If we want the railway mode of transport to be the most preferred, the trick is to make it more efficient so that the cost goes down and on that basis Kenyans will have no choice but to make it their first choice."
