    "content": "Thank you, Mr. Temporary Speaker, Sir, for your ruling. I continue my submission by saying that the BBI document and the content therein is not about any person in this country. It is about building bridges in this nation and uniting this nation. Therefore, there is no better way of doing it than listening to views from every section and corner of this country. Mr. Temporary Speaker, Sir, on the matter of the Coronavirus Disease (COVID- 19), which the President mentioned in his Address, I thank the President for the efforts that his Government has taken to tame the spread of the pandemic. The nationwide curfews, the cessation of movement, the closure of schools and other public behaviour protocols that have been adopted by this Government have gone a long way to tame the spread of this pandemic. Without those measures, the situation could have been worse. However, the governors in this country have greatly failed this nation in as far as the fight against the pandemic is concerned. The state of healthcare, which is a devolved function in this country, is wanting and appalling. I call upon all governors in every corner of this country to put the lives of Kenyans first before---"
