    "content": "body also must take advantage of the provisions of the Statutory Instruments Act, which provides for pre-publication scrutiny. That is conferment with the Committee before they publish any regulations that they want to bring to this parliament. Finally, public participation is not an idle provision in the Constitution. It is a very serious provision. The Constitution is the supreme law of the land. When Members of this Assembly or this Committee say that public participation was not properly done, we are simply understating the principles of our Constitution and it is very important that, that public participation is conducted as provided for in the Constitution. With those few remarks, I beg to reply."
