    "content": "Hon. Deputy Speaker, I want to look at these matters from several perspectives. First of all, I can look at it in terms of the prevailing environment and the challenge it has, which is the COVID-19 pandemic in terms of the impact it has had on all these issues. I also want to look at it in terms of the transformation, where we are in terms of obligations, security and, lastly, as a Parliament, what role do we play in assisting the President and the nation in the delivery of all these? We all know the impact COVID-19 has had in this country. The President did address this matter.
