    "content": "The other aspect of the Speech is the re-opening of schools amid the COVID-19 pandemic. There is need for the Government to take over the provision of masks and other PPEs, without which it will be a toll order to re-open schools. Therefore, there must be affirmative direction of resources towards that. Indeed, this is where the public-private partnership comes in. If the Government cannot afford to do this, then all the corporate institutions that are doing business in this country should be able to direct resources towards that, as well as funding of schools."
