    "content": "Mr. Temporary Deputy Speaker, Sir, I think we should think ahead and not just lament that we have disasters that have happened. I would want to welcome my sister, Dr. Kosgey, to the Ministry of Agriculture; it is a Ministry that means a lot to Kenyans, and to me in particular, because I come from an irrigation scheme. I would like to urge that this Motion gets the support, not only of the Ministry of Agriculture, but also of the whole Executive arm, including the Treasury. It should be funded so as to show that we think ahead. With those few remarks, Mr. Temporary Deputy Speaker, Sir, I beg to support the Motion."
