"content": "Having said that, my heart is heavy when I consider the fact that the current Budget regime - hon. Members are familiar with the budgetary process â much as we are touting that the Ministry of Agriculture and the agriculture sector are enjoying 4 per cent to 5 per cent, the truth of the matter is that women-related projects in that sector only enjoy 0.007 per cent. When you have a situation like that, then this Motion becomes very relevant because they also contribute over 70 per cent of the family labour. By introducing irrigation, we are going to be the envy of Malawi. Currently Malawi, without going into it, has maize to sell to people like Kenyans who have their own misfortunes. They have over 14 million bags. Zambia has about 30 million bags of maize to sell to us. It is not that we cannot produce or we do not have money. It is because we got everything wrong. During the 1970s, this country was food sufficient because the Ministry of Agriculture then enjoyed an allocation of 13 per cent. That has now been reduced to a theoretical â I insist â 4 per cent to 5 per cent which is also available for grabs every now and then because of other factors that do not relate to the Ministry of Agriculture. For instance, there was the financing of post-election violence and resettlement of IDPs."
