As the presiding Chair, I must also guide you. It is important for me to guide you. I will read it for the Member to be satisfied and this must serve as information and guidance to the other Members who want to speak to this matter. National Assembly Standing Order No.106 on irrelevance or repetition says that the Speaker or the Chairperson of a Committees, after having called attention to the conduct of a Member who persists on irrelevance or tedious repetition either of the Member’s own arguments or in the arguments used by other Members in debates, may, after having warned him or her, direct that the Member discontinue his or her speech. That is Standing Order No.106 on irrelevance and repetition by Members. Let me have the Member for Laisamis, Hon. Marselino Arbelle."
