    "content": "Mr. Temporary Deputy Speaker, Sir, as I said, the policy must be and should be one of food self-sufficiency. We cannot obtain it without water and irrigation. One of the Members talked about the floods and droughts. Yes, of course, we dealt with the drought and we had difficulties. Many people and lots of livestock died, because these people were not cushioned in any way. As you know, drought kills you slowly but, surely, floods kill many people very quickly, and we have to stop that. If we have dams, then we will be able to even plant trees and other vegetation which would slow the flow of water and, therefore, minimize the floods when we have them."
