Those are some of the bottlenecks that they faced during the implementation of the programme. They were being used as a cover-up for some of these problems of not paying the youth. However, the truth of the matter is that those problems were there. There were challenges that were there. When the answer was given at that time, those challenges were being used to cover up this misappropriation of funds."
