    "content": "Regulation 55(1) of the Code of Regulations provides that the Commission shall recruit registered teachers in accordance to the recruitment guidelines issued from time to time. The following factors informed the adoption of the criteria used in recruitment: 1. Principles of fair competition and merit as the basis of appointment of public officers.
