    "content": "Madam Temporary Deputy Speaker, this matter was before the House recently and it generated a lot of heat. I am happy that the Minister is confirming that funds meant for the youth of this country under the KKV programme got lost. In Bangali alone we are talking of Kshs234, 000 but there are many other locations like the Macheo Location in Saboti Constituency where there are youth who did similar work but were never paid. However, our main concern is that from what the Prime Minister told us and with the challenges you are now admitting the KKV faced, we are having Kshs4.3 billion being returned to the World Bank for restructuring and redesigning of the whole programme. Is it possible for you to confirm to this House how long this will take and when you can put in place proper safeguards after the restructuring and redesigning?"
