    "content": "Madam Temporary Deputy Speaker, as I said earlier, this project is quite a noble project to help the youth of this country. However, it was faced with implementation challenges. If you look at it, a lot of this money was lost on the ground. This money had already been disbursed out there. One of the flaws that I noted when I came in was this issue of paying people cash over the counter. People were just coming up with books and signing. So, one of the first recommendations we made is that the payment must be traceable. We must have some documents that we can trace back. That is why we are saying that these people must be paid through some financial institution of some kind, so that there is some form of identification, instead of just paying from the District Treasury and people just sit down and write names."
