    "content": "Madam Temporary Deputy Speaker, we could be talking about different issues because this Question was specific to Bangali area. A specific officer has been identified and according to the rules and regulations for the Civil Service, the investigations done have made recommendations that this officer should be surcharged because truly, he forged the signatures. He purported to have paid money through the leaders of these youth and not the youth themselves directly. So, he is being charged according to the investigations that were done. However, as I said, the implementation mechanism was not fool-proof and this is where the problem was. Many recommendations have been made on how we can make this programme fool-proof so that it really benefits the youth for whom it is meant. If there is a problem with the design, sometimes changing it takes time. We need to change it and that is what I have recommended since I came to this Ministry. I think from the Question that the hon. Member has asked, it will be very important for us to look at the stock that was taken, that made me come to the conclusion that there is a problem with the design of this project. I will try and see if I can extract that from the report. If it has not been done conclusively, then we need to do it as part of supporting the measures that we need to put in place."
