    "content": "Mr. Speaker, Sir, all board appointments are not made on the same day. Some board members can be appointed this year, and others next year. Other board members can be appointed even in the third year, because each one of them serves for three years. We appoint new board members to replace individual board members whose terms have expired. The terms that had expired were for the Kisii and Upper Nyanza regions. However, the other appointments that we are going to make very soon are from the Mau Catchment area. Once the time comes, the hon. Member will have a basis to complain that they will not have been considered."
