    "content": "Hon. Speaker, this is a straight forward Motion. It seeks to ensure compliance with the enabling statute regarding the constitution of committees that run the affairs of the NG-CDF Fund in constituencies. I would like to inform the House that we are now almost through in terms of constituting these committees. However, we still continue to face difficulties. We are soon going for recess and Members are expected to get busy in their constituencies. The world is facing a difficult financial situation and as a country we are not spared. We had an audience with the Cabinet Secretary (CS) for national Treasury and we were assured that every effort will be made to ensure that the NG- CDF funds are disbursed to the constituencies. I want to note that the CS assured us that the arrears of the last Financial Year of Ksh13.8 billion were released and constituencies were subsequently given money for development. However, I have now learnt that the CS has just released funds for this Financial Year. We have scheduled a meeting next week on Tuesday and we hope to address this issue. The CS will be appearing before the Budget and Appropriations Committee tomorrow. I am hoping that we will address the issue of arrears and this year’s allocation to constituency committees, so that MPs can engage when the House goes for recess. I beg to move and request Hon.
