    "content": "In future, one of the things we need to do is that contracts of those magnitude should not be allowed to proceed in an electioneering period. Virtually, all the contractors who were awarded those works did not have capacity. How do they remain at the level of between 5 to 10 per cent when they have been given mobilisation money of about Kshs100 million? Before they started the work, all the contractors were given about 20 to 30 per cent of the monies of the contract value to start mobilising their resources so that they could begin to work. In one way or the other, proper due diligence was not done during the tendering process. We ended up getting briefcase contractors who cannot even mobilise."
