What is happening is that three years down the line, from 2017, the stadia still remain at between 20 or 30 per cent complete, while we have made payments of between 50 to 60 per cent. This means that those people have misused taxpayers’ money. That is why, as a Committee, we recommend a special audit by the Auditor-General, investigations be done by the Directorate of Criminal Investigations (DCI) and Ethics and Anti-Corruption Commission and if there is any public money that has not been utilised properly, we need to recover it because we did not get value for it.
