    "content": "As we continue to do that, we should look at the relevant Standing Order which is Standing Order No.42(c) (5). This is something that we changed. I was grappling before as to whether the Chair has the power. It is very clear. Let me read it for the record so that even as we debate, we are able to internalise what is in the Standing Orders. Standing Order No.42(c) (5) states: “Where the Member who raised a Question referred to the Committee is absent without the Chairperson’s permission, the Question shall be dropped and no further proceedings shall be allowed on the Question during the same session.” That is what is in our Standing Orders. Even as we proceed to debate, the Chair was absolutely right to drop the Questions. Let us hear from Hon. Chachu."
