That is what Dr. Kibicho and his team must concentrate on to ensure that it is effective on the ground and a few individuals do not take it upon themselves to frustrate Kenyans when they try to acquire that very important number. We believe that after some time, it is going to be harmonised so that every Kenyan is happy and is served sufficiently.
