    "content": "Hon. Deputy Speaker, the Births and Deaths Registration Act, Cap. 149 of the Laws of Kenya, provides for compulsory registration of births and deaths immediately they occur. It is regrettable that such a critical department of our national Government is still housed in a rented office. It is for this reason that the Departmental Committee on Administration and National Security decided to allocate funds to construct a permanent office for the Department because of the security of the documents it has."
