    "content": "Government Constituencies Development Fund (NG-CDF), which gets Kshs34 million every year, and pay for those inmates. I have no problem with inmates learning. Everybody has the right to learn. Most of the inmates are adults. They should have gone to school before they went to prison in the first place, unless they are training for specific skills. Do not take them through KCPE. What were they doing when people were learning? Education at primary level has for a long time been free in this country. You find someone who broke the law in Class Four and was taken to the correctional services, and then you want to use our money to educate them in Class Five and Six and further pay for them to sit for KCPE. Personally, I would not support that. If Members have money in their bursary kitties, they can pay. Thank you, Hon. Speaker."
