    "content": "many times must we debate and sound an alarm before it is implemented? Money has been set aside, and yet nothing is happening. Someone must bite the bullet. If the Principal Secretart, who is the Accounting Officer, or the Cabinet Secretary are sleeping on the job, they should step aside and allow other competent Kenyans to run the Ministry of Health so that Kenyans stop going through this pain and shame. I support the Report and hope that it is going to be implemented."
