    "content": "Mr. Speaker, Sir, with regard to hon. Dr. Kones concern, there are usually several projects in the Budget, some of which are never implemented because the preparations were not on time. Rather than return those funds back to the Treasury, those funds are usually diverted to meet other more needy projects. I am not in a position to state clearly here which those projects were. But I am just saying that we were able through some savings within the Budget to divert funds in order to fund the Constitutional review process."
