"content": "The amendment seeks to further improve the amendment which is proposed in the Bill to give the President the power to establish specialised universities specialising in national security issues. While the Committee noted that there is need for the establishment of a university to offer standardised studies on national security matters, there is further need to involve the National Security Council (NSC) in its establishment. The NSC is established under Article 240 of the Constitution. It is mandated to exercise supervisory control over national security organs and perform any other functions prescribed by national legislation. The amendment will, therefore, ensure that a university which specialises in national security matters shall be established by the President on the recommendation of both the Commission for University Education and NSC."
