    "content": " The justification for this is that the proposed amendment seeks to remove the representative of the Public Service Commission from the selection panel for recommendation of persons for appointment as members of the Commission. The proposed removal is not justifiable since the PSC is the body which has the mandate to promote the values and principles of public service under Article 232 of the Constitution."
