I was consulting with the Leader of the Majority Party on new sub-section (c), which creates universities specialising in national security issues, so that we have a proviso that says that these specialised universities should be specialised public universities specialising in national security, so that tomorrow we do not have a situation where we will be dealing with private universities. Matters of national universities should be left to public universities."
