"content": " Thank you very much, Hon. Temporary Deputy Chairman. I beg to move: THAT, the Schedule to the Bill be amended in the proposed amendments to the Universities Act, No.42 of 2012 (a) by deleting the proposed new paragraph (c); and; (b) by inserting the following new subsection immediately before the proposed new subsection (3) “(2A) Despite subsection (1), the President may, on the recommendation of the Commission through the Cabinet Secretary, and on the advice of the National Security Council, establish a specialized degree awarding institution specializing in national security issues.” The justification for this is that the amendment seeks to further improve the amendment proposed in the Bill to give the President the power to establish specialised universities specialising in national security issues. While the Committee noted that there is need for establishment of a university to offer studies on matters of national security, there is further need to involve the National Security Council in establishment of the university. The NSC is established under Article 240 of the Constitution and is mandated to exercise supervisory control over national security organs and perform any other functions prescribed by national legislation. The amendment will therefore ensure that a university established to specialise in national security issues shall be established by the President on the recommendation of both the The electronic version of the Official Hansard Report is for information purposesonly.
