Temporary Deputy Chairman, I beg to move: THAT, Clause 13 of the Bill be amended by deleting sub-clause (3) and substituting therefor the following new sub-clause— “(3) A person is not qualified for appointment under subsection (1) unless the Person — (a) holds a relevant degree from a university recognized in Kenya; (b) has at least ten years knowledge and experience in a relevant field; (c) has at least five years’ experience in a position of senior management; (d) meets the requirements of Chapter Six of the Constitution.” The justification is that the amendment seeks to provide for additional qualifications requirement for a person to be appointed as a Chief Executive Officer. The amendment seeks to provide for ten years knowledge and experience in a relevant field and meeting the requirements of Chapter Six of the Constitution. This will enhance the effectiveness of the Chief Executive Officer."
