It says that any person who has a reason to believe that the provisions of this Act have been, are being or are about to be violated, may petition the High Court. It does not say a person who is aggrieved. A person who believes that the provisions of the Act are being violated may go to court to seek an injunction, mandamus and any other lawful remedy."
