    "content": "Mr. Speaker, Sir, the Question that the Member asked was whether the Minister is aware that the water supply system of Vihiga District Hospital has totally failed. I have answered him that the shortage of water was as a result of non- payment of electricity bills. If he is claiming that there is a shortage of water, that is a different Question, which I am ready to address. I have committed myself that I will investigate whether there is mismanagement or there is enough supply of water. Secondly, Lake Victoria is a water service board and not a water service provider. The provider is Amstar, which is a company formed and operating under the license given by the Lake Victoria Water Service Board."
