    "content": "Mr. Temporary Speaker, Sir, the revised BBI Bill, which is undergoing signature collection, took into account the concerns that were raised by the Senator for Nairobi City County. The idea that functions were being transferred to the national Government will not happen. His Excellency the President took into account the views and Nairobi City County will be retained as it is; no single function will be transferred. To me, that is progress in the right direction. It shows that the Government listens and the BBI process is consultative."
