"content": "Finally, we also made history for passing a new generation revenue sharing formula that was much contested. I congratulate my colleagues in ‘Team Kenya’ for oversighting Government. There is something called constitutionalism. It is the idea that government’s power is limited. To that extent, in Kenya, you did a good job. Mr. Temporary Chairman, Sir, of course, congratulations go to ‘Team Katiba’ which I was a ranking member, was able to ensure our way was also realized that we now have a new formula that takes due account of population. Therefore, we are also happy. ‘Team Kenya’ and ‘Team Katiba’ all gave us a historical revenue sharing formula. I think this session will go down in the history of this Republic as having shepherded that process. Mr. Temporary Chairman, Sir, I conclude by saying that I have no doubt the next session will be shaped by the debate on Building Bridges Initiative (BBI). That will be the defining discussion in the next session. This is because if for any reason BBI passes - I do not want to be speculative - we shall have established the Senate as what we call an ‘Upper House’. Therefore, I urge Members; please go home, if you allow this Motion to go through, debate BBI and explain the benefits of BBI to the members of the public.
