    "content": "The Budget and Appropriations Committee is in receipt of a brief from the National Treasury highlighting additional expenditure that has been incurred under Article 223 of the Constitution in the current financial year. As per this Article, the national Government is allowed to spend money that has not been appropriated, if the amount appropriated for any purpose under that Appropriation Act is insufficient, if a need has arisen from expenditure which no money has been appropriated or if the money has been withdrawn from the Consolidated Fund.
