    "content": " If you look at the Constitution, you realise that Article 223 comes after the issue of the Appropriation Act. This means that the spirit is that even as you implement Article 223, Parliament would already have appropriated resources. The intensive use of Article 223 is abuse to the budget-making process. So as to take care of the fiscal deficit, I would urge the departmental committees to look at the whole budget and find areas where we can reduce what is already in the Budget so as to accommodate these expenditures arising from Article 223. In reality, the spirit of the Constitution is not to use Article 223 as an alternative to budget- making process. I submit. Thank you."
