    "content": " Thank you, Hon. Temporary Deputy Speaker. I thank all those Members who have supported and those who would have wanted to support, but did not get the opportunity. As a Member of the Committee, we noticed that the picture in Africa is not improving despite 34 countries having signed this Charter on Democracy and 46 having ratified it. We realised that it is one thing for a country to sign and ratify the Charter and it is another to put it in practice. We have seen countries sign, ratify and then throw charters to the dogs. If you look at what is happening across the member States, it is a very bad picture. The basic principles are adherence to universal values, principles of democracy, respect for human rights, respect for rule of law, periodic free and fair elections, establishing strong democratic institutions in countries and The electronic version of the Official Hansard Report is for information purposesonly.
