    "content": " Thank you, Hon. Speaker. The issue Hon. Duale has raised is very important. In fact, it is not only the direction of His Excellency the President, but we are also expected to utilise the funds appropriated to engage in activities that were proposed and approved by the Board. When you forwarded to me the provisions of what the President had directed, as Chair of the Committee, I had deliberations with Members of the Committee and the Board and came up with regulations and guidelines on how we would implement the presidential directive. We invited the Cabinet Secretary for the National Treasury so that we could hear from him on what plans and arrangements had been made to disburse funds for utilisation by the NG-CDF committees. We gave him a week’s notice. He was expected to appear this week on Tuesday. On Tuesday morning, he sent us a letter to say that he was not ready to appear before the Committee. He had not had adequate preparation to respond to the questions that we had put to him.
