Olago Aluoch also asked what the Ministry is doing to sustain free primary education review of funding disparities of primary schools compared to secondary schools and to further motivate teachers to apply for the headteachers positions. As explained in the first response, the Ministry of Education disburses free primary education funds immediately they receive them from the National Treasury. They have constituted a technical committee to monitor the conduct of a study on equity-based financing in primary and secondary schools in Kenya. The outcome of the study will be used by the Government to address the disparities and to make any other donations required. As for the motivation of teachers to apply for headteachers positions, the Teachers Service Commission (TSC) is solely responsible, as constitutionally mandated, to deal with the matter."
