    "content": "vehicles. When the vehicles were withdrawn, the commuter allowance was substituted. The negotiations with the union led to an agreement that everybody should get commuter allowance. Payment started with fewer numbers but I have indicated in the answer that I have requested for everybody to be paid across the board. The Kshs5.6 billion will be paid commencing July."
