    "content": "(l) The governor has violated the provisions of Article 5 of the Deed of Transfer of Functions by sabotaging the transfer of functions. The governor is yet to provide the Nairobi Metropolitan Services (NMS) with crucial information necessary in aiding the carrying out of the transferred functions. For instance, failure to facilitate NMS with data on ongoing projects, pending bills and staff payroll details on transferred functions has greatly derailed the performance of these functions to the detriment of the public good."
