    "content": "I am aware that the Governor has violated the provisions of Section 104 of the Public Finance Management (PFM) Act on responsibilities and powers of the county treasury through inaction, action, omission and commission to continue to preside over a broken public finance management system. This was despite various resolutions from the County Assembly to the Governor, in order to decentralize the finance sector, which he never did in contravention of Section 148 of the PFM Act."
