Looking at the demeanor of the witness, if it takes five minutes to answer one question which requires a “yes” or “no” answer, these proceedings may never come to an end. I urge you to remind the witness that we do not have the luxury of time. If you ask me whether I have refunded money, I will either tell you yes or no, then the Senate will draw conclusions. He should not take five minutes to answer a very simple question. It is not fair."
