Mr. Newton Munene, the Information Communication Technology (ICT) officer of the Nairobi City County Government refuted and disputed there was public participation as you suppose. I refer to his affidavit which we had filed and supplied. Mr. Newton Munene, in paragraph one says, “I am the current CEC in charge of ICT Department.” He has sworn to it."
